[rsbac] auth_set_cap gives RSBAC_EINVALIDTARGET

Thanks Amon+Peter, as you expected the difference between kernel version 
(1.2.2-pre5) and tools (1.2.2-final) caused the troubles. After upgrading 
the kernel to kernel-image-2.4.21-10-k7-soft and removing the faulty 
rsbac.dat/ directories now everything works fine.

Now again really happy with an rsbac-ed kernel ;-),
