[rsbac] New MAC model code

Hi!

The MAC model implementation has mostly been redesigned and rewritten to make 
it better usable for real server systems. Although documentation is still 
lacking, I'd like to get some comments on how it is working.

So please have a look at the rsync code version. Once MAC rework is finished, 
I will make a new 1.2.2-pre5, which is meant to be the last before final 
release.
