[rsbac] RC rights for prog_name swapper (devfs)

Hi,

setting the rights to mount 'normal' partitions/filesystems works fine,
but I don't know how to set the rights for devfs:

rsbac_adf_request(): request MOUNT, pid 1, ppid 0, prog_name swapper, uid
0, target_type DIR, tid Device 03:05 Inode 16286 Path /dev, attr none,
value 0, result NOT_GRANTED by GEN RC
