[rsbac] New RSBAC for User Mode Linux support

Hi!

Support for User Mode Linux 0.46 with kernel 2.4.19 and RSBAC v1.2.1 is now 
again available at http://www.rsbac.org/uml. There is also a prepatched 
kernel archive in the kernels directory.

Thanks to Chris Kuethe for maintaining the old UML patches for RSBAC v1.1.2 
on his server, which are currently unavailable. I have taken over, because I 
need this stuff myself now and several other people asked where to get UML 
support.
