[rsbac] RSBAC for kernel 5.4

Hi folks,

yesterday I have ported RSBAC to kernel 5.4. So far it seems to work
fine here. Please test and report bugs to the bugtracker at
https://bugtracker.rsbac.org or to this list.

As usual, you find the latest patches at

There might be problems with RSBAC syscalls on some non-x86 platforms,
although I did my best to port the sys_rsbac syscall definitions
correctly to the changed syscall lists.
