[rsbac] New mailing list rsbac-commit

Hello everyone!

There is a new mailing list rsbac-commit, which gets notification mails
for every commit to some RSBAC git repository.

This can help keeping track of code changes, since the git repos are
updated quite often, but released versions are rare.
