[rsbac] CAP learning mode and RC learning mode

Hi, couldn't be that the list splitting only be done if
CONFIG_RC_LEARN is defined?, at this way the overhead only will be
there in learning mode (and when policy is finished this is not the
case). So when CONFIG_RC_LEARN is defined the second list is used,  if
not just simply ignored.
