[rsbac] rsbac-admin on amd64

Hi!

I tried to build a Debian package of rsbac-admin on amd64. It failed,
because some libs were installed into /usr/lib64 while the debian/rules
script expected them to be in /usr/lib.

The attached patch moves the libnss libraries to /usr/lib64 if on amd64,
and fixes the debian/rules file by overriding the library path
to /usr/lib.
