Please try setting the kernel parameter
rsbac_delayed_root=99:99
and use the rsbac_init tool to trigger RSBAC init after your root 
partition is ready. If the final root mount uses the same device n:m 
on every boot, you can also give
rsbac_delayed_root=n:m
