[rsbac] CONFIG_RSBAC_RMSG_EXCL question

The above option doesn't seem to work.  I set it, and RMSG_NOSYSLOG
together and thought that perhaps NOSYSLOG was preventing it from being
exclusive to rmsg, so I recompiled NOSYSLOG unset and just RMSG_EXCL=y
and still I'm seeing rsbac_adf_request messages going into kern.info.

Is this a known problem or does RMSG_EXCL not work or isn't fully
implemented yet?  Using 1.2.5.1 here.
