[rsbac] To-Do for 1.2.3

Hi folks,

now we are slowly approaching the 1.2.3 release. The to-do list at 
http://zhware.ath.cx/cgi-bin/oswiki.cgi/RsbacTodo
has been updated with a splitting between necessary and not so necessary 
items.

Please cry out, if you would like to see some other changes, or if 
something from the 'maybe' section is very important to you.
