[rsbac] RSBAC tutorial at Linux-Kongress

My proposed RSBAC tutorial at the Linux Kongress has been accepted. In the 
preliminary program it has been scheduled for the first day. On the second 
day, there is also an Adamantix tutorial held by Peter Busser.
