[rsbac] RSBAC v1.2.2-pre forked

Hello again!

Based on 1.2.1-pre6, which is really supposed to be finished, I have forked 
the 1.2.2-pre line. You can find it on the rsync server.

New feature:

Kernel level remote logging target support:

If you have RSBAC logging (/proc/rsbac-info/rmsg and sys_rsbac_log) facility 
and this option enabled, everything going through RSBAC logging is also sent 
by a new kernel daemon via UDP to a remote host.

This option works fine with syslogd on the remote system, thus the default 
remote port of 514. Every log line is sent separately to keep syslogd happy. 
Optional runtime configuration will follow.

Somewhere in the future there might be stuff like configured alert mails etc. 
Sure everything is strictly optional.
