Yeah, it does sometimes. When some weird dependencies come up.
Well, that's not so well documented but you know: 24 hours of day 
7x24 and 365x24 as Wietse would say. Try to trun on RSBAC soft mode.

That's a bug which leads to a config error :-) Many times it caused me 
problems.

Try it with RSBAC Soft mode and network templates off.
